What is a Designated Substance Survey (DSS)?

A DSS is a critical environmental assessment designed to identify the presence and condition of specific materials that pose significant health and environmental risks. These substances are known as “designated substances” due to their known or suspected toxic effects on human health.

The Ontario Ministry of Labour has identified 11 substances as “designated”:

 

  1. Acrylonitrile: Used in the production of plastics, synthetic rubber, and other chemicals.
  2. Arsenic: Found in some construction materials, pesticides, and industrial processes.
  3. Asbestos: A well-known health hazard, formerly used extensively in insulation, fireproofing, and other construction materials.
  4. Benzene: A carcinogenic compound found in some paints, adhesives, and solvents.
  5. Coke Oven Emissions: Byproducts of the coking process in steel manufacturing.
  6. Ethylene Oxide: A gas used for sterilization and in the production of chemicals.
  7. Isocyanates: Chemicals used in the production of polyurethane foam, coatings, and adhesives.
  8. Lead: Commonly found in older paints, piping, and solder.
  9. Mercury: Present in some fluorescent lights, thermometers, and electrical components.
  10. Silica (Silica, Crystalline): A naturally occurring mineral found in sand, concrete, and other construction materials.
  11. Vinyl Chloride: A raw material used to produce polyvinyl chloride (PVC) plastic.

Why is a DSS Required?

A DSS is more than just a regulatory requirement; it’s a critical safety measure. Under Ontario’s Occupational Health and Safety Act, all construction projects must be preceded by a DSS to ensure the safety of workers, occupants, and the public.
